This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing from play 3 Level 4 or lower WATER monsters you control. The original ATK of this card is equal to the combined Level of the removed monsters x 250. Once per turn, you can remove from play 1 WATER monster in your Graveyard to negate the activation of a Spell Card, Trap Card, or Effect Monster's effect that inflicts Direct Damage and destroy that card. If you negate an effect this way, decrease this card's ATK by 600 until the End Phase of your next turn. When this card is destroyed and sent to the Graveyard, Special Summon 1 WATER monster that was removed from play by this card's effect in face-up Defense Position and remove this card from play.

You can Special Summon this card, by discarding 1 WATER monster, and removing from play WATER monster(s) from your Graveyard, equal to the Level of the discarded monster. During your Draw Phase if the drawn card is a WATER, and you control no Magic or Trap Cards, you can Special Summon 1 WATER monster in your Graveyard. When this card battles a monster, increase the ATK of this card by X200 equal to the number of card(s) in your opponent hand, until the End Phase. When this card destroys a monster by battle reveal the top 3 cards of your opponent Deck, then add 1 of the revealed card to your hand. The card cannot be activated, Summoned, or Set, until your opponent activates a Magic Card. When this card is removed from the field, destroy all card(s) you control, then your opponent can Special Summon 1 monster from there Graveyard, its effect is negated, until your opponent destroys a monster by battle. While this card remains face-up on the field you cannot conduct your 2nd Main Phase. While this card is in your Graveyard, decrease the Level of all monsters in your opponent hand by 1.

 

the third effect is when this card destroys a monster, you pretty much take a card from your opponent deck, and it can't be activated until your opponent activates a Magic Card.

This is a hard decision.

While i do agree that Storm Breakers effect is a little bit bamboozling and overpowered, His picture and Name choice are very good. The only problem with that is the two Image borders.

 

On the other hand, Nocturnal Serpent's effect is much more simple and to the point. I like easy to understand Effects, but it is still a bit complicated. The Background in the picture is a bit simplistic, whereas in Storm Breakers card i could actually imagine that Background for a holographic card.

 

[spoiler=And the Vote goes to...]Storm Breaker. His Effect is confusing but the Picture was so much better that it made up for that enough to get my vote.
