"Astral Hero Galactic Serpent" EFFECT: "You can Special Summon this card if you control no monsters and your Life Points are lower than your opponent's. When this card is Special Summoned, you can add 1 Level 4 "Astral Hero" from your Graveyard to your hand. As long as this card is face-up on the field, your opponent cannot Fusion Summon, Synchro Summon, and cannot Normal Summon, Special Summon or Set any Tuner Monsters."
