This card is just suppose to annoy your opponent and mess things up a bit.

Do you mean all monsters on the field or all of your opponent's monsters? As of right now this effect is useless as it only messes up its owner.

its ok i guess, personally id rather just use "shield and sword" 5.5/10 plus the OCG errors

What OCG errors, I don't see what your talking about but if you can point it out I would like to correct it.

instead of it sayin "all Monster Cards on the field, Battle Positions are changed" it should say " change the battle position of all monster cards on the field". and you dont need "(Defense to Attack, and Attack to Defense"
