This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing 3 WATER monsters in your Graveyard from play. This monster gains the appropriate effect depending on the number of monsters on your field (including this card): -1 or 2: You send 1 card from your hand to the Graveyard to add 1 WATER monster from your Graveyard to your hand. -3 or 4: During your Battle Phase, you can negate your opponent's first attack. -5: Tribute this monster to destroy all cards on the field.

Looks nice, there are just a couple OCG errors. Here's the fix:

"This monster's effect depends on the number of monsters on your side of the field. 1 or 2: Once per turn or During your _____ Phase you can discard 1 card to add 1 WATER monster from your Graveyard to your hand. 3 or 4: During your Battle Phase, you can negate your opponent's first attack. 5: Tribute this monster to destroy all cards on the field."

 

You can use "the number of monsters you control" rather than "the number of monsters on your side of the field" if you want to shorten the effect. If you want to use dashes or bullet points before the effects, I think you need to create a new line for each one. I'm not even sure if you can format it the way I did (you might need to use new lines). The pic is very obscure, if you colored/had it colored blue, I'd get the original. 7/10, 9/10 with fixed OCG and a fixed or better pic.

I don't get it. It doesn't need the once per turn restriction. The 1 and 2 effect can be used over and over again. You're just exchange for Water monsters, and it's not oped as you've removed 3 already. The 3 and 4 effect can only be used once. The 5 effect after you use it, the monster is gone. Can't use it again.

 

The original is worse, I just darkened it a little.

 

The only OCG errors, I think, is the formatting.

If the original is worse, you might want to find another pic because (IMO) it's way too dark. In response to the once per turn thing, notice that I only put "Once per turn" in the "1 or 2" effect. The other two are the same as they were before. I put it in because you can to remove 3 water monsters that you don't need and use it repeatedly to get very useful monsters back to your hand, so it should either be a once per turn effect or only be usable in one phase of you turn (probably your Main Phase).
