For a new member, I like the idea, it makes a lot sense actually. Just a bit of OCG to fix. Here's how the effect should actually read:

"Winged-Beast, Dragon, and Thunder-type monsters cannot attack. Decrease the ATK and DEF of all Winged-Beast, Dragon, and Thunder-type monsters by 400."

Also, the picture is kinda, er, bizarre. I know it's supposed to be blinding, but try using a pic that actually looks like a snowstorm. But still, I like the concept.

As mentioned the image isn't too great and the effect is a bit simple.

 

Also, I would stay away from taking the pictures yourself, since real images don't really fit on Yugioh cards.

 

However I do like the name and the fact you made a Field Spell.

Also card is good, I like the idea, but the picture is real so i'll duct points for that, and pretty simple effect.
