This card is treated as a Normal Monster while face-up on the field or in the Graveyard. While this card is face-up on the field, you can Normal Summon it to have it be treated as an Effect Monster with this effect:

---When this card would be destroyed by battle, you can send the top card of your Deck to the Graveyard instead. When a Fiend-Type monster you control is destroyed by battle, place 1 Web Counter on the monster that destroyed it (max. 3). A monster with 3 Web Counters cannot attack or change battle positions. Each time you Summon a Fiend-Type monster, remove 1 Web Counter from 1 card on the field.

It's a good card but the effect has a drawback to it and don't forget geminis are hard to play especially when they require a tribute. I think the last part of the effect is not needed anyways otherwise then it's a fine card. Also I think I recognize that picture (looks like Sora with Kingdom Hearts cards surrounding him). 9/10

3 web counters seems a bit much, in the average deck you'd have to lose half your monsters just to stop 3 of your opponents, which you really shouldn't be doing if you're winning. I'd recommend lowering it to 1 or 2, since you have to lose one whenever you summon something else anyways and this effect doesn't come into play until it's gemini-summoned as well.

well this card is ment to halt powerhouse monsters that have to high of an attack. Its like putting swords of revealing light on a specific monster. its ment to help you bide your time. since you send cards from the top of your deck to negate this cards destruction, whenever you summon a fiend type monster all monsters lose 1 counter which means they can attack but they'll have no choice nut to destroy another fiend since this one cant be destroyed therefore there is no point in attacking it. then it places another counter on the monster that attacked.

 

That explains my reason for thinking it balanced :3
