i saw the pic on deviant art, and just thought of the effect; i think it fits the card

[spoiler=Lore]As long as this card remains face-up on the field, if your opponent controlls 1 or more monsters with 4 Stars or less, during your Main Phase, you discard 2 Spell or Trap Card from you hand to select 1 monster and take control of it until the End Phase of your next turn. This card's effect can only be used once per turn.

Maby make it Level 5 cus it seems like the type of card that would have 5 stars, like Max said lower the ATK/DEF

it's a little bit more specific of a Change of Heart effect with a cost, so it's more balanced
