Keep balance in mind as well, it's obvious that Fire Blaze is too powerful. It helps to compare them to the rest of the game, Megabomb for instance is perfectly fine cuz it is weaker than Torrential Tribute. Fire Blaze however, is for better or for worse, a trap version of Raigeki, which was one of the first cards to be outlawed once Konami realized that some of their first cards were just too good.
