Effect:

You can Tribute Summon this card by Tributing 1 Winged Beast-Type monster. When this card attacks a Defense Position monster, whose DEF is lower than the ATK of this card, inflict the difference as Battle Damage to your opponent. When this card attacks a Level 2 or lower monster, you can destroy the monster immediately with this card's effect to activate one of the following effects: ● Inflict 500 damage to your opponent. ● Select 1 monster on the field whose ATK is lower than this card's ATK and destroy it.

I love the concept of birds of prey dropping turtles from the sky. By doing this they:

1 - Kill The Turtle

2 - Crack his shell so they can eat him

3 - Sometimes hit something else which could end in killing that very person.

I really like this monster but personally i would decrease its DEF to say 1900. Its balanced and would fit great in a Winged beast deck alongside say, Divine Fowler.

As for the defense part, I think that's a bit to low for a level 7. Even if you could summon it with one tribute in some decks. The other part I will change as soon as your contest is over.

unfortunately you need to give this some sort of drawback effect, right now it's OPed
