I like the Sapphire Rare, effect is really creative, but "The Side Deck is used only between Duels" (http://yugioh.wikia.com/wiki/Side_Deck). I don't know if this is rule breaking then. anyways 9/10

the mechanics of the card's effect are broken (not in the op'ed sense) basically it wouldn't work. because a side deck is not consider apart of your playing deck within the duel. The only things you can utilize with the card's effect is the

 

Graveyard

Remove From Play pile

Main Deck

Extra Deck

Field Spell Zone

Spell/Trap Zones

Monster Zones

(that includes your opponent's as well.)

 

YOU CANNOT UTILIZE THE SIDE DECK ITS NOT REALISTIC OR APART OF THE CURRENT DUEL LIKE THE ABOVE ARE

 

Re-work the effect with one of the above and it will become Realistic

I agree with fantomcore, the side deck plays no part in duels, only between, but good idea. 8/10

the only problem is I don't think the side deck is actually part of the duel, therefore, the effect doesn't make much sense, though it's a sound idea
