Hmm...

 

This is what I'm getting from this:

 

All monster 5 Stars or higher do not require Tributes to be Normal Summoned or Set. 4 Star and 3 Star monsters require 1 Tribute to be Normal Summon or Set, and 2 Star and 1 Star monsters require 2 Tributes to be Normal Summoned or Set.

Very VERY unclear OCG. That's probably the biggest problem.

This card is probably very abusable...

 

Pic: 7/10 - Boring, cool reverse effect though.

Name: Perfect. 10/10

OCG: 5/10 - Unclear

Creativity 9/10 - Pretty damn creative lol

 

31/40 = 77.5% = 7.75/10

Great. It's more balanced now, but the OCG is extremely unclear. I recommend using my idea ;) or something of the like:

 

You could flip around the last part:

"1 Star and 2 Star monsters require 1 Tribute to be Normal Summon or Set, and 3 Star and 4 Star monsters require 2 Tributes to be Normal Summoned or Set."

I think the effect should be worded a little like this

"Every monster that is level 5 or above no longer needs any tributes. (Special Summon excluded). Each Level 3 or 4 monster now requires 2 Tributes to Summon. Each Level 1 or 2 monster requires 1 Tribute to summon. Halve the ATK and DEF of all Level 5 and above monsters. Double the ATK and DEF of all Level 3 and Level 4 monsters. Triple the ATK and DEF of all Level 1 and 2 monsters."

Correction from Bott52; there are minor OCG problems:

That should be about right. It's a real trippy effect rofl. Cool though. With all the fix-ups, it is pretty sweet.
