Frozen Dragon - Arktisilla: When Arktisilla's Draw effect activates, you only Draw 1 card, despite the number of cards discarded.

1 "Frozen" Tuner + 1 or more non-Tuner monsters

When this card is Synchro Summoned discard up to 3 cards. Destroy cards on the field equal to the number of cards discarded. Whenever you discard a card to the Graveyard by the effect of a "Frozen" monster except "Frozen Dragon - Arktisilla", Draw 1 card.

I think you should change "Whenever you discard a card to the Graveyard by the effect of a "Frozen" monster except "Frozen Dragon - Arktisilla", Draw 1 card." to "Each time you discard a card by the effect of a "Frozen" monster except of Frozen Dragon - Arktisilla, draw 1 card."

Frozen Wulf should have an effect while it's on the field as well

 

Frozen Dragon is much better for effect given it has a draw power, but again it needs to have an effect while on the field

the only real thing missing from the field spell is a max limit to the counters it can hold

I'm not too sure about this article. These are reminding me too much of Lightsworns. Kind of watered down, but I like the first Synchro card. Change the Lightsworn attitude of these cards in place of an original theme and I'll award proper merit. 7/10
