This card cannot be Normal Summoned or Set. This card can only be Special Summoned from your hand if this card is the only card in your hand. As long as this card remains face-up on the field, your opponent's monsters cannot attack the same turn he/she Summons a monster. When this card attacks, you can draw 1 card. If it was a Monster Card, increase the ATK of this card by 800. If it was a Trap Card, increase the attack of your opponent's monster by 800. Not bad, the image is alright, and although the OCG is the older type it is pretty decent.

 

The card seems fairly balanced, even though it has relatively low ATK and DEF, it does have some draw power and the ATK can continue to increase if monster card continue to be drawn.

 

It could be pretty useful during the turn it is Summoned, if it's during your opponent's turn. The only trait that makes it a little less playable is unpredictability of the effect.

First part is fine i think.

When this card attacks, you can draw 1 card and based on its type apply the proper effect: ● Monster Card: This card gains 800 ATK. ● Trap Card: All monster your opponent controls gain 800 ATK. ● Spell Card: All monsters your opponent controls lose 800 ATK and this card gains 500 ATK

First card:

 

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except from your hand if you have no other cards in your hand. As long as this card remains face-up on the field, all monsters your opponent controls cannot attack in the turn they're Summoned. When this card attacks, you can draw 1 card. If it was a Monster Card, this card gains 800 ATK. If it was a Trap Card, the attacked monster gains 800 ATK. If it was a Spell Card, this card gains 400 ATK and the attack target loses 400 ATK.

 

generally, it is always "lose" or "gain" instead of "increase" or "decrease" ATK. If you want to change the Level of a monster, you have to use increase/decrease.
