[spoiler=The Reason It May Be OP'd (This is if the effect isn't once per turn)]

In the effect it states that you decrease the ATK of the card to decrease the level of another monster you control. While that is fair, it can be abused. For example, I have a Level 8 and this monster. I use it's effect and my monster is now Level 7 but wait, since it's not once per turn I can do it again and again and again until of course the Toy Detuner's ATK is depleted.

True, but it can only be done 5 times. Your Level 8 becomes a Level 3, giving you access to Synchros from Armory Arm to Red Dragon Archfiend. Doing that to a Level 8 can be mundane, but not completely unfeasable.

 

My original concept was an "all around" Tuner. Something anyone can use, and would want to. I had a single idea to increase either the Tuner's level or another monster's level. But the issue with that is you could sync something as small as a Sheep Token into something as big as Stardust Dragon. Instead of keeping that effect and buttering it up with limitations, which meant more text, I decided to do just the opposite. Still pretty damn good, but not quite in the "broken" radar. Realistically, it could indeed be used for a huge array of Synchros, but still suffers some limitations. Not with it's effect, but with what you're more likely to summon with it. The lower the level of the monster you summon with it, the smaller array of Synchros you have. Realistically, I could see a limitation on this card if it were tossed into a fast-swarming deck. Namely Blackwings.

 

Amazing card? Yes. Broken? Debatable. I'm on the fence about this one.

 

How could I have created a monster when it's so cute? <3
