When you first activate this card, choose a card on your opponents side of the field and place it on top of their deck. Place a Spell Counter on this card whenever card(s) are sent back to the Deck. (Max 6) You can remove 3 Spell Counters from this card when a card is sent back to the deck to send a card in a players hand or on the field to the top of their Deck as part of that effect. If there are 6 Spell Counters on this card on your End Phase you may choose up to 3 cards in either your or your opponents graveyard and place them on top of the Deck.

 

I know you said ideas, not a card layout, but I usually work better that way.

wow, that's cool! And yeah, sending my opponents cards back to the deck.

You don't have to take it exactly as written. And I didn't entirely check the card or these suggestions for balance, thats gonna be up to you. One thing I might suggest is that you limit the placing back on the deck part of the field card to your opponents cards only. Oh, and I'm not sure if you want it on your field card, or something else, but... "When card(s) are returned to a players hand, you may remove 2 cards in your graveyard from play to send them back to the deck instead."

Returning your opponents cards to their deck is a powerful effect, i think to balance it your monsters shouldn't be able to attack the turn their effect is activated or something similar. Thought of this:

 

"Every time a card your opponent controls is returned from the field to the deck, place 1 Cog Counter on this card. Timeline monsters gain 100 ATK for each Cog Counter on this card. Remove 3 Cog Counters from this card to return 1 magic or trap card your opponent controls to the top of their deck."

 

This way you can bypass your monsters negative effect and can still attack the turn you use the field spell card.
