Here is some of the issues I see:

1. Granted it's your first card, I'm sure you can spell correctly, no offense.

2. He is way to OVP'd, as his ATK could be way to far beyond if you run a large Deck, oh say, 50-60 cards, which no one should do.

3. Don't separate Effects by the ENTER key.

4. Here is a better correction of your card, and a possible way to make it less OVP'd.

Correction: This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing from play Dragon-Type monsters in your Graveyard. This card's ATK is equal to the amount of Dragon-Type monsters removed from play x300. When this card destroys an Effect Monster as a result of battle, negate that monsters effect. By removing from play this card in your Graveyard, inflict 1500 damage to your opponent. This effect can only be activated during your Main Phase.
