The effect is kinda broken and the card could use a better name to suit it's effect.

 

Instead of a field cleaner, change it to make it do what Icarus Attack does: destroy only 2 cards.

This is because dragons swarm fast.

There are a choice full of Dragon-Type monsters that have previously come out, which have achieved the over-the-wall Swarming Movement. Though, not similar to BW Swarming, they still perform enough activity to play this card multiple times in a Dragon-Type Deck.
