When this card is Normal Summoned or Special Summoned, select up to 3 Spell or Trap Cards on the field. The selected cards cannot be activated as long as you control a face-up WATER monster. Once per turn, you can add 1 Level 4 or lower WATER monster from your Deck to your hand instead of conducting a normal draw in your Draw Phase. By removing from play 1 WATER monster in your Graveyard, you can Special Summon 1 WATER monster that has been added to your hand by this card's effect. If this card is removed from the field, destroy 1 Spell or Trap Card your opponent controls.

Pic is ok. I guess it could be better. OCG is very good. The card seems a bit broken though. You may consider removing the last effect.

for the 2nd sentence, maybe you should say the 3 spell/trap cards can't be activated as long as you control one OTHER WATER monster

 

I'm a little hesitant on the last effect, it does seem to make it Oped
