I have been working on this card for a while now, and i belive it is good enough to show now.

 

EFFECT: This cards' attribute is also counted as a light as well as a water. Once per turn, you may put the top four cards of your deck into the graveyard and special summon all monsters with a lower level than this card that was sent to the graveyard this way.

This Attribute of this card is also treated as a LIGHT. Once per turn, you can send the top 4 cards from your deck to the Graveyard. If you do, Special Summon all monsters sent to the Graveyard with a lower Level than this card.

 

pic is bad, but the effect is very interesting. pretty nice effect for a first card!

Not sure if that fix is totally right.

 

Interesting name. But it doesn't seem to be like a Spellcaster. Picture seems...okay. I dunno. I'm indifferent about it. It would've been Overpowered if it wasn't for the low stats.

I might as well try too, here's my re-write.

While this card is face-up on the field its Attribute is also treated as LIGHT. Once per turn, you can pick up 4 cards from the top of your deck. Special Summon any and all monsters that have a lower Level than this monster. Send all Spell and Trap cards that were picked up to the graveyard.

 

A pretty decent card. A monster that would benefit frog decks for sure. I'd definitely use that in my frog deck, well done. The OCG's a bit off but hey, you tried. I'll give you a C Rank for OCG but when it's fixed I'd give you a B Rank with no hesitation.
