This card cannot be Normal Summoned or Set. This card can only be Special Summoned by Releasing 2 monsters on your field with "Cryis Drawer" in their names. When this card is Special Summoned, you can remove up to 3 cards in your Graveyard from play. Once per turn, you can select 1 Spell or Trap Card on the field and remove it from play. This card cannot attack the turn you activated this effect. Increase this card's ATK and DEF by 100 for each card removed from play by this effect.

Fix OCG and it'll be almost perfect (9.8/10 with fixes)

 

hope it will contain many FIRE monsters since that is an un-supported Attribute with not that many monsters

Spire is a good way to keep your opponent from using turn the tide type cards and switch them with a Kuriboh or somthing. Nice effect 9/9.5

Spire fix:

This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing 2 monsters on your field with "Crysis Drawer" in their names from play. When this card is Special Summoned, both players remove the top 2 cards in their Decks from play. Increase this card's ATK or DEF equal to the number of cards you have removed from play x 200. Once per turn, you can select 1 card in your opponent's hand and swap it with a card from their Graveyard.

 

Think that's correct OCG really unique effect (last)
