I like the effect!!! The picture is a little blurry but anyways nice card

First part of the first sentence I think should be "If this card is sent from your Graveyard to your hand"

 

Interesting that it's a thunder type, it's all water after all, so why isn't it aqua type?

 

The rest of the effect is balanced, so I'll give this 8.8/10

Use can use "Recycling Batteries" and "Salvage" to keep on returning this Albeit w/another Thunder-type or WATER monster(respectfully, of course). :,)
