If it's not on the field, this card makes it impossible to summon unless it's destroyed. And if it's already on the field, it's effect can't activate unless you lower it's ATK AND it can't do it the turn it's summoned. Decent no? Then again, I'm probably doing it wrong. When I read the effect I first thought "Anti dragon?" even though I knew it was anti DAD. lol I'm really tired and need 18 hours of sleep if not more. good card anyway other than the fact the idea was help from me(again) 8/10. sorry if my rating may be off, I'm tired.
