Eh, I at least like 3 Storm Dragon, since it's one of their only swarm options and allows for good advantage gain - I don't see how he'd be too cloggy.

Cloudians rarely hit the grave by themselves- Storm dragon will be dead the first half of the round, unless you're lucky enough to draw skreech... but l wouldn't be removing them, i'd use salvage and get the most from their skills.

What i'd do is side the last storm dragon, depending on if my opponent is running alot of removal- The last thing a cloudian player wants is a dead card in their field, hand or even their graveyard.

Also, at TC, make sure you side diamond dust cyclone, because it's a great card for removal and always at least a +1.

 

In fact, a good cloudian side would be-

1 Storm dragon

2 Diamond dust cyclone

1 Moray of greed

1 Salvage

1 Heavy storm

2 DD Crow

3 Royal oppression

2 Dust tornado

2 Threatening roar

 

You can add/neg cards accordingly.

Thanks to both of you for all the help! I'll go ahead and make a decision on what changes I'll be making then, I'll make a post later on what they are so you guys can tell me the pros and cons

I'd take out the tuners, it's likely to be several months before Dowlean is released for you to use.I'd also probably replace them with a Skreech and a Storm Dragon, since it will give you good counter regeneration Dowlean should have given you and the third Skreech should be enough to stop the Salvages and Storm Dragons running out of targets.

Yeah =( Sadly, Dewloren probably won't be out for a while. Skreech + Storm does sound like a good plan however. I'll probably run that since its cheaper. Or..there is a Jap Dewloren on Ebay haha...
