Because otherwise that part is useless as it cannot attack once destroyed... And really, for DIVINE types I expect them to be Divine-Beast. Usually DIVINE means really powerful cards, whether with effects or ATK/DEF. Really, DIVINE should be Divine-Beast, otherwise it is just a typestamp. (You ever saw a Beast that was NON-EARTH?)
