I think you mean that this card can only be summoned by tribute summon in that case here goes an OCG Fix:

 

This card cannot be Normal Summoned or Set. This card can only be Special Summoned by Tributing up to 5 monster(s). When this card is succesfully Summoned, you can destroy any number of monster(s) your opponent controls equal to the number of monster(s) used for the Summoning of this card.

 

Even so it's OP'ed pic is overused (but you're new so I'll let that slide) the OCG is terrible but you're new so I'll let that slide 2.

^^I think the OCG he has used for the first sentence might be right, depends if the beginning bit is something that is optional. And the OCG isnt terrible, it needs a little work, better then some other cards I have seen.

 

The pic is overused and the idea is a bit bland and OP. Add a big drawback at the end or change the part about destroying monsters.

hmm. im about to call it Balanced.

work like a Monarch sill 100 point scort but able to target more for the price of losseing more monsters

 

i say balanced since in moste chased it posibly only be able to destroy 3 cards by tributeing 3 monsters. but i might say it have to be unable to attack the first turn it summoned.
