Good effect, and doesn't seems a lot OP'ed to me, just a bit.

 

But the 2nd effect seems a bit useless to me, you have it lose 2000 ATK and it stays with 2000 to attack twice? 2000+2000=4000 if you don't know. It only works if you have this card with an equip spell.
