This card can only be Special Summoned from your hand, Deck, or Graveyard by paying half your Life Points when their is 2 or more face-up "Ice Barrier" monsters on your field. When this card is Special Summoned successfully, return all cards that your opponent controls to their hand. You cannot conduct your Battle Phase during the turn this effect is activated.

personally I find this way too easily removed from play given the last effect

 

everything else in the effect is fine, but I'd make the last effect a little bit less devastating

Like the effect. Only thing i dont like is what ragnarok said, way easy way for this card to be removed from play. Pic and Name is cool. But this card is awesome for a new member. I dont even think there is any OCG error

Well, Ice Barrier need lower level monsters, not high level ones.

It's UP'd since its supporting an archtype that needs more useful support than this - any Deck its in would still be below a semi-competitive level due to a lack of useful level 4 or lower monsters.

I like the pic! Nice card overal, but I think you should write "This card cannot be Special Summon exept(...)" instead of "This card can only be Special Summoned(...)", but it's alright this way. Nice card to run on decent Ice Barrier deck, good job! ^^

Well. According to Icyblue/Max Darkness and Wikia. Ice barrier monsters purposes are to give you the field advantages (I.E. Returning cards to opponent's hand. Swarm effects. But not tributing your own cards.). So Try some of the normal bounce effects, like returning cards to your opponent's hand
