Remove those card later I call it reap summon cause once you "Reap" those card you won't get it back, unless by spell/effect/trap The number or cards needed is count like this: Level of the card you want to summon divide by 2. If the card's LV is an odd number, count it like this, add 1 more LV to the card then divide by 2. For example, If you want to summon a LV 10 monster, you need to have exactly 5 cards in your Graveyard, not more not less, then remove those card from play and summon your monster~ Easy to remember right ? If it's an entirely new game mechanic, you probably don't have to stipulate that it can't be Normal Summoned, etc. since it is a "Reaper" monster. Kind of like Synchros - it is assumed that whoever is using them knows the deal. (i.e. the sort of thing that would be in the rule book instead of on the card). Also, even with the special summoning requirements, having a card that removes all cards form play instead of the graveyard AND deals 300 damage for each seems too powerful.
