Basically this is how it works:

 

Head of Government (able to directly propose new laws)

Vice-Head (able to propose that the head propose a law)

 

Then we have the senate, 267 people that get to vote on a law. These then get signed by the head. People are elected in elections for these positions. Here's the catch: All of them must be gifted. Even the voters have to be gifted.

 

Also there would still be trials, generals, and all sorts of roles in society that are able to be participated in by the non-gifted.

 

Oh and all wars end quickly with a nuke.
