Nice! It's effect seems balanced enough.

 

It's pic is becoming a little overused but whateve.

 

Quite honestly I cant find much to comment on as it seems fine!

as for reducing one monster's atk to 0 to boost this one's atk, that's perfectly ok, but I still wish you put a level limit on the monster you can choose for that

It doesn't need. It is like a Draining ATK effect. It stole the ATK of a monster you control to increase the ATK of this one. So, an example:

 

This (ATK 1950) + Dark Magician (ATK 2500) = 4450

 

Using the effect:

 

This (4450) + Dark Magician (ATK 0) = 4450

 

Seems perfectly fine and a good way to destroy beast stick monsters.

9/10. Very useful in Field Swarm/Power-House decks. I love the pic, the effect and the overall card itself. Your OCG is spot on for the most part. Congrats on a good card.

It is easy to Summon if in the Graveyard

And can get really strong during your Battle Phase, can easily get over 3000 ATK and you wont lose anything

just reduce the ATK of a 1200 ATK and this gets 3150 ATK, can take out Blue Eyes

but nice card, bit OPed imo during your Battle Phase 9/10 though

It's good since it has diverse Types.

Either make its original attack lower or give him some extra Special Summon condition.

The way it is now it's as well as OPed.
