Could work in a Dark World's Deck because of the discard card part, but you need to put more effort so it could be runnable.

So think of a use for this card. Why even Mention Shrink? Why not say Gale is better than this, cuz it is. You don't see anyone else making that comparison.

 

The cards idea is very nice, and I enjoy it. It being Spell Speed 3, also helps it out greatly. But It just performs far too slowly. Possibly make it 1000, and something else with the destroy monster thing? Lots of potential I'll give you that.
