He has no real downside to him,

As long as "Umi" is on the field this card can attack your opponent directly. If this card is destroyed by the effect of a Spell or Trap card, inflict 1000 points of damage to your opponent's Life Points.

 

 

To balance him out a bit more you might want to change the last sentence to

"If this card is destroyed by the effect of a Spell or Trap card, inflict '200-300' points of damage to your opponent's Life Points.",

[Theory]

A bit OP'd, I think? It can attack directly while Umi is on the field, and any Water Deck contains it. It also inflicts 1000 damage if it's destroyed by a Spell/Trap. Well, in my vision, it IS OP'd.

Also, it looks much more like a Sea Serpent than a Dragon. The effect is way boring, too.
