Go back and only do #2. Even then, what it really means then is "Read everything, then do #2-19, then just sit around as long as you like afterward". Even if you write it in a way that makes sense with the author's intentions - that #20 actually negates #3-19 - it's difficult to tell what really needs to be done due to conflicting orders. #1 says to read and do everything - including, say, #4 and #20. #4 says to perform a certain action. #20 says not to perform that action. It is thus impossible to fulfill both #4 and #20 as #1 demands. How do we know which takes precedence? The obvious answer is that #20 does because it's clearly a test to see if you read all the directions, but that's inserting additional meta-information - and who's to say that the test isn't really trying to see who would automatically assume that that's what the test is really about? The solution is that, as #20 relates to #2-19, it must be written in a higher logical language than #2-19, as per Tarski's tiered-language resolution of the Liar's Paradox, which means that #20 should take precedence over the "lower" instructions.
