This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by removing 3 WIND monsters in your Graveyard or field out of play. You can discard 3 WIND monsters in your hand to destroy all other monsters on the field. During your Standby Phase, return this monster to your hand.

Effect should be:

I think it should be that anyway, I'm not sure. The 3 WIND monsters should be removed from play, not returned to the hand. That's a instant destruction effect right there. Isn't that a little OP'ed? Also, I'm not a fan of the pic. Decent card, but could be better. I rarely rate cards, but I'll give this card 6 stars outta ten.

too Oped of an effect

 

yes the cost of 3 WIND monsters isn't cheap, but the fact you can just keep using this effect is just too much
