Well i was bored so i came up with this.

Lore: This card cannot be Normal Summoned or Set. This card cannot be Special Summoned exept by Tributing 2 Level 4 or lower Zombie-Type monsters. By discarding 1 card from your hand send 1 card from your opponent's hand to the Graveyard. When this destroys an opponent's monster by battle send the top card of your opponent's Deck to the Graveyard. If both of these effects are activated this card cannot attack on your next Battle Phase. When this card is destroyed by battle destroy 2 cards on your opponent's side of the field and Special Summon 1 Level 3 or lower Zombie-Type monster from your hand.

For the card discarding and then sending a card from your opponent's hand to the Graveyard, make sure you can only do that once per turn.

 

"if both of these effects are activated", you mean "if both of these effects are activated in the same turn"

 

I find this OPed as hell, the only drawback you gave was the Battle Phase skipping, which is clearly not enough
