Effect:

This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by Tributing 3 monsters you control. As long as this card remains face-up on the field, you cannot conduct your Battle Phase unless you pay 500 Life Points. Each time your opponent activates a Trap Card, inflict 800 damage to your opponent. Once per turn, you can remove from play 1 monster you control to inflict damage to your opponent equal to the Level of the removed monster x 300.

nice burn effect from trap and monster tributes

 

both of them are balanced and a reasonable amount. Not sure if the 500 LP just to get it to attack is enough of a drawback though (probably is, but I'm unsure)

Epic win picture! I suppose you got it from Jazin's Archive (lol, nevermind, I just read the answer in first post). Gold Rare seems as well fine, too.

I can't tell you about the OCG. I know it's right, but I couldn't fix it if was wrong... The effect seems balanced and nice.
