This card's original ATK, DEF and Level become equal to that monsters ATK, DEF and Level and that monsters ATK and DEF become 0 and is treated as a Level 1 monster.

Don't balance things based on level like that - level 1, 2, 3 and 4 are the same for balance, except with Rituals, Synchros, One for One and a few similar cards.

But this is still OP'd since it can be treated like a Ring of Destruction, destroying any monster and inflicting damage to your opponent equal to its ATK, except this is reusable but takes a Normal Summon.

I suggest you put a level restriction to the monster on the field you can select, and then it'll be good

You realize that changing the level made this MORE broken, not less, right? Now it's not only a repeating +1 with notable damage, but even better use in any Deck maining Synchros or Rituals.
