i think the right OCG is(not completely sure)

Effect wise seems ok. but if you have an effect that requires piercing damage than you should add a piercing effect to your monster so you can use the effect. The swarming ability can be pretty good and plus if that dragon just so happens to be a tuner you get the piont

you never said this card has the effect to inflict piercing damage in the first place, so I suggest you add that

 

Death Seeker-Delano already made the OCG corrections

 

for cutting the lv4 or lower monster special summoned in half, I wouldn't keep its atk halved PERMANENTLY though

I would allow Lv 5-8 monsters to be Special Summoned from that effect (only if the monster can be Special Summoned in the first place), then half the ATK of a monster Special Summoned by that card's effect with 5+ Stars.

Correct OCG:
