I like the card, it's pretty good. Maybe make it's ATK 2450?

Something else to balance it out so it wouldn't be limited

would be to add an effect like "This card's effects are negated

if you have a Chainsaw Maniac in your Graveyard or removed

from play." 9.5/10

That is an insane card! I love that freaky pic. The effect is amazingly balanced, but the attack is a problem. I get what your saying about the monarchs and all. Makes sense, but it's up to you. 9.6/10

Why not do the Kaiser Glider thing?

It could take out monarchs and not be overpowered!

Not a bad idea, but I don't want that kind of effect. Besides, with decks people are running nowadays a Hand Size limit of 4 is killer! I think it's as balanced as it's gonna be.

 

Also, I kinda wanted this thing to kill Monarchs without using effects just Raw Power!! MUWAHAHAHA!!!

I made a chainsaw maniac for my old Yugioh Virtual Desktop set! :D He was just a hockeymask wearing guy with a chainsaw though. :P

 

Anyway as far as the card goes, its great. Reduce its ATk a little and you have a fantastic, enjoyable card. :)

 

EDIT - maker5 i demand you remove that naruto card from your signature space, it makes me want to harm people i love! D':
