Either way, the 2nd card WOULD be OP'd, if it wasn't so troublesome to summon.

a shame the 2nd card does not affect the horus dragon cards, I had hoped for that

 

furthermore, your monster card's effect is basically exactly the same as Horus lv8's effect, so it's boring
