i dont think it is over powered, for the reasons that the monster summoned has to be a lower then the level of the tributed monster

and that you have to give up cards equal to the tributed monster level

i could see this having a play in many decks

I think it is a little bit OP. As seeing this would be an outrageous power boost for DARK decks that run zombies. The general idea is great yeah, but it would be a broken card almost instantly, and would be on the limited/ban list in no time.

Well... Been a while since I commented on one of your cards :3

So have you thought you would use this card?

You cannot Summon back the monster Tributed, since it says lower Level.. I'm right, right?

 

Effect is good and simple. Not sure how good it would support Zombies, but I guess good.

 

No errors and effect is balanced so 9/10. :}

The point of the card is not to Special Summon the Tributed monster Tom, is to send monsters to the Graveyard, and at least, send 1 monster with a lower Level than the Tributed monster's Level to Special Summon it. =D
