Because of this card's wording, your opponent's WATER monsters can attack twice too. Which is a decent drawback. But it's still kinda OP'd, since you can DNA Transplant any OTK monster for the lulz.

OPed. Yes this would allow your opponent's WATER monsters to attack twice as well, but who's to say you'll always be facing an opponent using a WATER deck?

 

therefore, I recommend you add a drawback to this card. Maybe something like as long as this card is face up on the field, WATER monsters can't attack a player's LP directly

The legendary ocean, as far as i know, is the substitute card of UMI. It must either be UMI or legendary ocean. And specify if "when the legendary ocean is destroyed, this card will be destroyed too" or can be destroyed also by spell and trap and effects.
