I thought of this effect quite awhile ago...thought up of the monster to go with it last night =P When this card is Normal Summoned, select the monster with the lowest ATK on the field. Decrease the ATK of this monster by half. This monster is now considered an equip card to Hunter Ex-Maccha (it will be placed in your magic zone).
