Another card. It might be overpowered, i dunno.

 

 

[spoiler=Effect]Effect:This card cannot be Normal Summoned or Set. This card can only be Special Summoned from your hand be removing 3 WATER Attribute monsters from your field. Decrease this cards ATK by 200 points for every WATER Attribute card in the Graveyard. You can remove 1 card from your Graveyard to return one of your opponent's cards to their hand. This effect can only be used once per turn. Everytime this card destroys a WATER Attribute monster in battle, Summon it to your side of the field at the end of your turn.

I think the card is a bit UPed, because when you have for example 5 WATER monsters in your grave, it has just 1800 ATK, and that is too less for a monster with 3 tributes.

The last effect would work good with DNA Transplantation ;)

OCG seems good, but WATER attribute should be just WATER.
