I like every card the fusions seemed balanced enough but I would give the emperors higher DEF since you basically upgraded the monarchs..But I do see why you've done this. This set would be come Meta if the cards were real but the summoning conditions limits them well enough

 

I suggest a monarch fusion card or two as well as something like an Ace series of Equip Spells that allow the monarchs, emperors, or princes to activate there effects as soon once per turn for a their cost like you lose 1000 Lifepoints to activare caius' effect, and you discard a card or switch a monach you control to face down defense positon to activate the cards effect again.

 

Servants would be usefull

 

And possibly queens but I don't suggest it. Good support for this deck would be ROTA And Double summon. A field Spell card named Emporium would be nice all normal.special summons are treated tribute summons and when the field spell is sent to the graveyard it could S.S. A monarch from your Grave/hand, deck or RFP. Like A Geartown for monarchs.

 

Final comment I don't see why you named that card "Icestorm" instead of "Blizzard". The effects are consistent with original cards with enough Flare added to not take away from them. It'd be interesting to see a few Gemini monarchs too. However add something else to it. I like the Fallen Monarch Idea, try working with that.

The "Monarchs" all have very low DEF for Level 6s' date=' therefore the "Emperors" will have low DEF for Level 8s.

Anyway, if the "Monarchs" were allowed to activate their effects each turn, they would be ferociously overpowered. "Caius" would endlessly remove your opponent's cards, possibly burning them for it. "Mobius" could effortlessly blast away Spells and Traps, and "Zaborg" could keep your opponent's field clear of monsters.

 

The "Monarch"'s effects are very powerful, but because they only activate when they're Tribute Summoned, that balances them. That's why almost all of them are still Unlimited, they're not abusable enough (except "Raiza"). Allowing them to activate their effects at different times would get them banned.

Queens will not be added to this set. I was simply making them for Aqua Girl (plus there are no more pics...). "Ultimate Offering" is the key for abusing "Monarchs", along with "Samsara Kaiser" (returns to hand when Tributed).

 

Have made an "Imperial City" Field Spell. Reduces Tributes to none, but you can pay Life Points to have the un-Tributed Summoned treated as a Tribute Summon. Like I said before, having Special Summons treated as Tribute Summons is too powerful. (After all, the only Monarch who can activate on Special Summoning is "Kuraz", who can give the opponent draw power and can't attack when Summoned)

'Icestorm' and 'Blizzard' are synonyms...plus the names are supposed to be fusions of the Monarchs' names. 'Ice' + 'Storm' = 'Icestorm'. Also, 'Blizzard' is overused in YGO at the moment.

I have to say, the pics on this flow together extremely well, except for Zaborg and most of the Fusions. With the Emperors, I was getting the idea of these freakishly big, bulky powerhouses in armor, but Emperor Zaborg looks a little scrawny by comparison. Same goes for the fusions (except Romulus, who fits nicely).

 

Oh, and Remus is fine 'cuz he's not actually royalty anymore, right? So he should look a little different.

 

I'm only holding your cards to a higher standard because they normally are really, really good.

But I know that making them able to activate there effects more than once would be cheap. If you did make a card like that t sould definitle have a heavy cost: Like you cannot Conduct your Next Drawphase or Removing from play something you have. It would it be abusable but It would be something of an Equivalent exchange if possible. Sorry if I wasn't Clearer. But that is what I meant. And the name fusion aspect is a great idea.

You have no idea how hard is to find Wind and Thunder knight/emperor pictures... Light, darkness, water or fire? No problem. Wind and Thunder...just no. Seriously, it was the best I could find, and I suppose a pic like that is better than most (and he is of course Level 7...[/pathetic excuse]).

 

As for the Fusions, I wanted the idea to be (after I had found Romulus' pic) that the fusing process threw off their armour to unleash their bare potential. That and I couldn't find better pics which weren't obviously machines.

A "Monarch"-specific Fusion Card. Perhaps, but remember all the fusions that involve "Caius" (and a lot of them do since finding 'evil' pictures is very easy) can be summoned with "Dark Fusion" and "Dark Calling". So basically, Fusion monster hits the field, blasts your opponent and is almost immune to effects for the first attack.

 

And your idea of multiple effect activation has been combined with your Gemini monster thought. The 'Dukes' now fulfill that role by RFPing themselves from the Grave to activate their higher (or indeed lower) forms' effects.
