"Raiza the Storm Emperor" added (finally) along with two "Imperator" monsters.

Note: 'Imperator' literally means 'War-Leader', but was a title sometimes given to monarchs who went into battle. In a way, the "Imperator" forms are the stage in the Monarchs' lives where they battled to turn their kingdom into an empire, thus becoming the Emperors.

All "Monarch" fusion monsters' effects reworked due to the fact I've realised they would be stupidly overpowered if used as they were. For example:

First Turn

Player 1: Activates "Foolish Burial", sending "Speed Warrior" to the Graveyard. Summons "Junk Synchron". Special Summons "Speed Warrior". Synchro Summons "Junk Warrior". Sets three cards face-down.

Player 2: Draws "Granmarg the Rock Monarch" and already has "Caius the Shadow Monarch" and "Dark Fusion" in his hand. Fusion Summons "Romulus the Shadow Monarch" with "Dark Fusion". Uses "Romulus"' effect to destroy two of the three face-down cards and remove from play "Junk Warrior" (Player 1 LP: 4000 -> 2800). Attacks with "Romulus". Player 1 activates "Raigeki Break" or similar, but "Dark Fusion" renders the fusion immune to targeting effects. "Romulus" attacks directly. (Player 1 LP: 2800 -> 0)

A complete OTK. So, to balance them, they now cannot attack when they are Special Summoned, be it by Fusion Summon or from the Graveyard or RFP Zone. Yes, they wipe your opponent's field, but they can't damage them, except by effects.

@ Shadow: Most of them can be summoned using "Dark Fusion" (at least almost all the ones involving "Caius"), so they will already be immune to targeting effects. If they were made completely immune during that first turn, they would be unstoppable, and I don't want to make a Lightsworn-type archetype.
