Maybe 3 is a bit much if my opponent summons the card, but I think, 3 minus the number of tributes it would normally require is fair enough, especially as it is destroyed once its effect activates.

 

If you summon a level 5 or 6, you draw twice. If you summon a level 7, you draw two... ... Hmmmm

 

Come to think of it, getting to Normal summon an additional level 5 or higher Spellcaster type, then drawing cards for it does seem a bit much, perhaps...

 

Maybe I should make it so the declared monster is destroyed as well.
