DARKPLANT RISING
Neither are really good. The first is a Summoned Skull-Powered Ring of Destruction which can be well used for a finish. The second is a 2700 Beatstick that is LV 4. Make the seconds card's effect "x200" and you'll get it right.
Von Csent
I'm going to assume that the damage/increase is based upon the cards that they themselves removed. They have potential to get out of hand under either effect, particularly if you drop multiples of the first one in a single turn. The fact that it is an easy special summon for Synchros and tributes is a little problematic too. The second one can be remedied by reversing the summoning conditions (can only be normal summoned). Then it becomes a great beatstick. The second is too much like Ring of Destruction, and is broken under the same reasoning as RoD. So, which effect is better? Retooled, the second. Chaos Flame
I think the second is good, expecially with return. 8/
