When this card is Synchro Summoned, destroy all face-down Defense Position monsters. Face-up Sea Serpent-Type monsters you control cannot be destroyed by card effects. When a Sea Serpent-Type monster you control is sent to the Graveyard, inflict 500 damage to your opponent.

Liberated Serpent's summoning effect you need restrictions on the summoned monsters

 

For Apep's effect to prevent itself from being destroyed, limit that effect to once per turn

 

the rest of the effects are ok, as is the OCG, so I'll give this 8.5/10
