This card can only be Special Summoned by removing from play 1 "Dark Magician" or "Dark Magician of Chaos" from your Graveyard. Increase the ATK of this card by 200 for each Spellcaster-type monster on the field. You can discard 2 cards from your hand to negate the effect(s) of your opponent's Spell and Trap Cards and destroy them. Once per turn you can pay 500 Life Points to place 1 Spell Counter on this card (Max 4). You can remove 2 Spell Counters from this card to destroy all cards on your opponent's field. This card cannot be chained.[/align]

Ok, special summon is fine, first effect, well since this can only be played in DM deck I guess it's OK. Third effect: are you joking me???? You do get that for 1000 LP, you can obhilarete your opponent's side of the field, without even taking as much as a scar (Even the all OP'd JD can only do this by annihilating everything else on your side of the field, as well, except for himselfs). And the hell it cannot even be chained???, Look, used right even the 2nd effect can be deadly, the third one is a NEVER-EVER effect, the fourth one could be ok...Anyway, this will break any balance till you don't remove the third effect, exspecially with the current Spell Counter Support, many decks could easily abuse the power to create a Spell Counter for 500 LP but that alone is not that bad. I suggest you remove the third and fourth effect and give him a medicore new effect, instead of them. Though the idea was nice, but it wasn't balanced and an effect that can just kill all cards on your opponent's side of the field, without hiting yours is just OP, no matter the cost.

Also Summoned how? You have to add wether it can be Normal Summoned (and then add that it cannot be SP summoned at all) or that it can be Special Summoned that way (and then add that it cannot be Normal SUmmoned and set)

I forgot to add the "Once per turn" in the card effect so that should make things balanced. Without that part it is super OP'ed.

haven't seen a card made like that for a while

 

Spellcaster-type should be Spellcaster-Type

 

"You can discard 2 cards from your hand to negate the effect(s) of your opponent's Spell and Trap Cards and destroy them." <---despite the hand loss advantage, this should still be limited to once per turn

 

"You can remove 2 Spell Counters from this card to destroy all cards on your opponent's field." <---if you're going to do that, you should add in the drawback of you can't attack this turn
